MTA invited 5 bidder for architectural proposals as well as financial budgeting.
Partner of Steven Holl Architects is the Extell Development Company.

other bidders for architectural proposals are: of course SOM, but together with Diller Scofidio + Renfro, (would be interesting to know how they separated the different phases ...)
other bidders: Kohn Pedderson Fox, Tishman Speyer.....etc.
